Complaint to the European Commission and to the Committee on Petitions of the European Parliament
We contact the European Commission about any measure (law, regulation or administrative action), absence of measure or practice by a Member State that you think is against Union law. The European Commission can only take up our complaint if it is about a breach of Union law by authorities in an EU Member State.
If you are not an expert in Union law, you may find it difficult to find out exactly which Union law you think has been breached. Our Members can get advice quickly and informally.
We also submit the petitions to the European Parliament about the application of Union law.

Representatives offices in Europe for overseas companies
An overseas company may also establish a representative office in the EU. This is not a recognised form of business and, as such, cannot carry out business activities.
A representative office is often used in the initial stages of an overseas company’s establishment in the EU providing the foreign company with a physical presence in the European market place without the commitments and administrative requirements that apply to a registered company or branch office.
The main objective is to provide marketing and sales assistance in connection with the products and/or services offered by the foreign company to its European customers.
Legally, a representative office is not defined or regulated. It is, however, important to ensure that the activities of the office are limited to representative functions only. This means for instance that the representative in the EU may not conclude any sales or perform any after sales services.
A representative office is generally treated as a non-resident entity for tax purposes.
